Award Philosophy

The Financial Aid Office is committed to helping parents and students find a way to cover educational costs associated with securing a college education. Our financial aid awarding philosophy is as follows:

  • Follow federal guidelines when determining Pell Grant and Federal Supplemental Educational Opportunity Grant (SEOG) awards. Federal guidelines stipulate that these awards be given to the students with the greatest financial need.
  • Use Frostburg State University's institutional funding to assist all students with the cost of their education, until all institutional financial aid funding is gone.
  • Award Federal College Work-Study funds to eligible students according to the date each student's Free Application for Federal Student Aid (FAFSA form) is processed. When several students have the same FAFSA process date, Federal College Work-Study funds are given to those students with the greatest amount of financial need first.
  • Automatically offer students the maximum amount of student loan funding they are allowed according to federal regulations.
  • Offer Parent PLUS Loans upon request to the parents of students who do not have enough other financial aid to cover the cost of attendance at Frostburg State.
